bug: handling li-battery variable durations #211

ReEDS now has variable duration batteries. There is a new file that handles them. I don't think it gets parsed and added to created batteries, which do not

Steps to reproduce the behavior:
Expected behavior
Batteries with variable energy capacities are output based on ReEDS decision variables?
Screenshots
I think look at loading in the storage_duration_out.csv file? Note this is different than the storage_duration.csv which still exists.
