Can't select dialogue options using controller and RAW INPUT.esp

When using a controller I am unable to select a dialogue option. I can scroll through the options using the D-pad, however hitting A (or X on Dualsense) does nothing. Neither does any other non-d-pad input.

Hitting ENTER on the keyboard works fine, and so does clicking with the mouse. It's only the controller that doesn't work.

This only happens when RAW INPUT.esp is loaded. Since RAW INPUT is a master of XDI, I can't try loading XDI earlier. When RAW INPUT is not loaded, hitting A (X) works as expected.
