[Research] How the instructor account creation will works?

We need to think about the instructor account creation flow. How it will be?

We need something like this:

1. The user lets an admin know that he will create an instructor account;
2. The admin creates a register about the user's email in the database;
3. The user creates an instructor account;
4. There will be a register confirmation in the email;
5. That confirmation will check if the email exists in the database.

This is just a hypothetical idea. We can do this with user permissions too, controlled by the admin, or something like this.
