[BUG] version debian-neon-image-opi5 24.07.24 cant change ssh password #20

Description

While attempting to login for the first time I get this error no matter the password I use.

You are required to change your password immediately (administrator enforced).

Enable SSH once the device boots then login

tried the pre-release beta and it also has this problem for me.

Just to confirm, this comes up when first logging in with neon/neon (noted in Neon docs)
