Still Connecting to Banned Peer

Minus one thousand is the standing threshold for banning. In other words, if a peer's standing drops to this level, they are banned. Or at least, they should be. I observe my (bootstrapper) node periodically establishing a new connection with a peer with this standing.

Probably due a less than sign that should be less than or equal, or one of the other ways around.
