[New Package] Add nrc7394 cli support

Right now nrc-cli is hardcoded to use the nrc7292 submodule tree to build itself. Therefore when selecting nrc7394 the nrc-cli will fail to run on the target. In order to fix this, nrc-cli either must become aware of nrc7292 vs nrc7394 support and change the build directory accordingly, or nrc-cli should be refactored to nrc7292-cli and nrc7394-cli. Choose the option with best readbility.
