First release of Open FPGA Stack (OFS) to GitHub (OFS2022.3)

We are pleased to announce the first release of the Open FPGA Stack to GitHub. This release provides both the software and hardware infrastructure for you to build a PCIe-attached card targeting an Intel ^® Stratix 10 FPGA device.
