including python_venv creation part of Makefile build of OPS

I noticed, from the feedback from the Opensbli team, the build of OPS using makefile (I'm not sure CMAKE flow is doing it or not) do not create the python_venv for the translator, shall be include that to the makefile build flow? @reguly, @gihanmudalige

Hi @benielT The cmake will install the python dependencies using following file

https://github.com/OP-DSL/OPS/blob/develop/ops_translator/setup_venv_cmake.sh

this will be triggered from cmake file in ops_translator

For the Makefile approach, we have mentioned in docs how one can install python virtual environment and its dependcies. We also mentioned that shell script is available in ops_translator folder to facilitate this.
