Retrieve list of roles and permissions stored

I want to retrieve the list of roles and permissions stored not based on User ID or Role ID.
I cannot find it in the API, thus how do I go about it?

There is no API for that because the list might be very very large. Why do you want to do that?

In order not to hardcode the roles and their respective IDs. I just want to get the full list of roles at any point in time.
