docs: document gate configuration options #33

Context
The README mentions that gates are configurable but doesn't explain how to enable/disable individual gates or adjust severity levels.
Suggested scope
- Add documentation for gate configuration in
.specwright/config.json - Show how to enable/disable specific gates
- Explain severity levels (BLOCK vs WARN) and how to change them
- Could be a new section in README or a dedicated
