Feature idea - Add email notifications when log entries are submitted

Thinking this might be a good project for the upcoming code-a-thon and would like to post here in case there is feedback on the feature.

At ALS we have an in-house OLOG built ~20 years ago. Phoebus OLOG pretty closely matches our OLOG but one feature missing is automatic emails sent when a log is posted.

My idea for phoebus-olog would be to allow email addresses to be connected to individual tags. I'm thinking for ALS we would have tags for each group at the facility and based on the tags selected for a log, an automatic email is sent to all the addresses containing the log text, attachments, etc. It would be opt-in so it doesn't impact existing setups
