Observed data as "real" database

At the moment observed data in https://github.com/Open-Systems-Pharmacology/Database-for-observed-data is just an Excel-Table (which is exported as CSV for data import).

Better solution would be a real database (e.g. SQLite). This would require:

1. Extending of the OSP data importer with the possibility to import data from a database
2. PRoviding tools for end users which would allow to extend this database with the new data without deeper database knowledge.
3. Providing reporting tools for end users which would allow extraction of data from the database
