Add the add-to-project workflow

Context

We track work in multiple repos/orgs, but there’s no single place to see all issues and PRs. This makes status tracking and prioritization harder than it should be.

Goal

Have one cross-org project board that automatically collects new issues and PRs from selected repositories, so we get a unified view of all work.
