[BUG] Installer-based launch scripts require java 17

Install4j is enforcing both the minimum and maximum java version to be 17 rather than only the minimum.

This affects release 4.5.2-tp1

Workaround(s)
Use java 17. This is already the version which is included if the artifact with bundled JRE is used.

This is due to a bug in install4j that, should the max version be empty, it enforces the current version. In the install4j UI, this us under JRE Bundles...Search Sequence.
