Describe the bug

The main REDAME.md contains a dead link rules to the rules folder. Or vice-versa: the rules folder is missing.

Describe how to reproduce the bug

Steps to reproduce the behavior:
Got to start page of osi-validation repo and hit the 'rules' hyperlink.

Describe the expected behavior

The(A) rules folder w/content should be added to the repo in order to provide an example.

Describe the OS you are using

  • OS: Windows 10
  • Browser: Chrome
