Add TeamComments Special:RecentComments page #18

Add a special page with all the recent comments. Grouped by page, and then with each page, basically the comments section on that page.

Open questions:

How to collapse?
How to page (or do paging at all?)
How to design and link into the page
Allow deletion/editing/replying on this page?
