APEX functionally from different schema

In case a user installs oos_utils in a different schema (let's say a global/shared schema) functions like oos_util_apex.join_session don't work.

Look into ability to optionally have author current user and the effect it has as a conditional compilation. Also need to factor in references to oos_utils_values.
