Move ReadtheDocs to Github Pages

Due to [ads coming to ReadtheDocs](http://docs.readthedocs.io/en/latest/ethical-advertising.html) move to custom page. Could use [this docker container](https://hub.docker.com/r/squidfunk/mkdocs-material/) to build the new update docs.
