Migrate all files into private files

For some background, we had previously decided not to use media entities for uploading files into artifacts because this would mean that access to those files would need to be managed on too many levels. From what I have seen on the D7 sites, some fields have a combination of public and private files uploaded to them. For simplicity here, we have decided to migrate all files into private files
