Error When Import Module

When user try to import some functions or classes in the module, it will import torch which will cause exception throwing

just run from paddle_geometric.data import DataLoader in python interpreter:

I understand that this library is currently under development, but could we allow users to import it first so they can use the already implemented APIs?

To complete the development task, my approach is to assign object to the API that may cause exceptions and are not temporarily used.
