Bug Report: user duplication in Chat section

Describe the bug
In the Chat section, adding the same user twice creates two ChatRooms for conversation with the same user.

To Reproduce
Steps to reproduce the behavior:

1. Go to Chat section
2. Click on New Chat then add a user.
3. Now click on New Chat and add the same user again.
4. You will see a Chat Room is created for the same user again.

Expected behavior
Another Chatroom shouldn't be created for the same user.

Actual behavior
Another Chatroom is created for the same user.
