1. Sample database importation doesn't include access by API_ADMINISTRATOR_USER_EMAIL_ADDRESS user.
2. The API_ADMINISTRATOR_USER_EMAIL_ADDRESS user must have access by definition.

1. No Organizations (1 of 2)
   1. Clean installation
   2. Login as the API_ADMINISTRATOR_USER_EMAIL_ADDRESS
   3. No organizations seen

   2. Load the sample data
   3. Login as the API_ADMINISTRATOR_USER_EMAIL_ADDRESS
   4. No organizations seen

   1. Clean installation
   2. Load the sample data
