Usage evolution enhancement

Problem: there are no effective changes in the simulation for changes in the case of usage evolution for closed workloads.

Solution: The Usage evolution has to be enhanced to throw an event for the changes so that the behavior for usage simulation can pick that up and make changes, i.e., spawning new users.
