Support MiniMessage in language files #1540

Requested Feature
MiniMessage tags should be able to be used in the messages.properties files.
Why is this needed?
This would allow customizing the color of messages.
Alternative Solutions
Using legacy color codes (with § or &)
§ color codes already work but break when the {0} placeholder is used and hex codes aren't supported.
