Build a tool for making static maps

• Should live at its own domain
• Simple React app
• Should import the Map component from /e-learning
• We'll use SVG Crowbar to extract the SVGs for use in Videos etc. to start with
• Allow local CSV upload, just enough customisation (basically an interface to the props on the two map layers we have)
