Currently we re-fetch data even if it exists in cache, to update the cache.

We can improve that by only re-fetching data if it hasn't been fetched in the last 10 minutes or something.

We can also add "refresh" buttons in various buttons throughout the UI to re-fetch and update the cache/UI
