NTR 'rural population'

There is a need for this in SDGIO.

Proposed definition: A population that lives in a rural settlement or rural area.

I added it to SDGIO, but wonder if PCO is the better home?

Various uses of 'rural' now appear in ENVO. See EnvironmentOntology/envo#272

And we will have an organizational class rural in SDGIO, which is composed of any rural entities.

ENVO rural settlement = A settlement which has lower population density than a town, city, or other urban environment and is primarily used for agricultural or pastoral activity.

There a variety of criteria for demarcating rural, but population density is most often used for statistical purposes. The threshold varies from region to region.
