This feature should provide a framework for easily adding dynamic runtime options that can be partitioned for organization and permissions purposes.

The idea here is that there will be many different components to the application that will each require an arbitrary set of options that can be configured by users at runtime which should be partitioned based on high-level components. Another example of this would be the user interface application which will have many of it's own settings. Furthermore, some settings should allow for an override structure that abstracts from global settings down through the applicable levels such as tenants, users, and zones.
