[FEATURE] Transformer tap regulator limit flag

It may possibly be interesting for the users to include a flag similar to the one proposed in mentioned in https://github.com/PowerGridModel/power-grid-model/pull/1220/files#r2613682649 for voltage regulators, but for transformer tap regulators.

This issue is to track that possibility if required by users.
