Serialization & Deserialization performance degraded

## Description
PR #185 introduced a 5X increase in serialization and deserialization runtime. Presumably, the overhead of packing the parameter expressions into circuits for de\serialization ballooned the runtime. Note that the circuits we use for the performance tests have tens of thousands of parameters and parameter expressions.

## Acceptance criteria
Degradation either accepted or fixed.
