Add a randomized decomposition mode for U2 gates

Description

When decomposing U2 gates, there can be degrees of freedom in terms of how the angles are shuffled around in parameter values. Randomly selecting from these arrangements has the potential benefit of eliminating certain coherent error from the dressing gates themselves.

• There is a new decomposition mode that results in some scheme of randomized synthesis
