Add twirling support for `rzz` gates

Description

In this case, we cannot twirl with the full Pauli group because rzz gates are only Clifford at a few angles. We can always twirl with those Paulis that commute with the generator ZZ, that is, II, XX, YY, ZZ, ZI, IZ, XY, YX. We can and should probably twirl with a bit more.

Acceptance criteria

Can go through the transpiler -> post build with rzz gates in the circuit, parametric or hard-coded.
