Cannot handle tracks with priority > 127

Found during interop testing:

[2025-12-10 16:55:27.595] [MTS] [error] [transport.cpp:1680] Caught exception on receiving stream. (error=Create stream priority cannot be greater than 127, range is 0 - 127)

128 is the default priority in the draft. I think this was because the subscriber priority was 128, but it might be the publisher too? This was reproduced with moxygen's moqtest_client and moqtest_server.
