Update Pilot 3 R Package to Pilot 5

Background

This was a simple R Package used as a POC for Pilot 3. It should be made up to date for Pilot 5 and any other helper functions should be moved over to it.

Definition of Done

• Pilot 5 R package Repo Created
• Pilot 3 R package moved to Pilot 5 R package Repo
• Helper Functions moved to this packge
• Make the package better (so not specific...but lets talk!)
