[CK_TILE][FMHA] Add logits soft-capping support for FAv3 (WIP)

Proposed changes

Add logits soft-capping support for the FAv3 pipeline. This PR is built on top of the work in PR #3153.
Please note that the FAv3 pipeline is still a work in progress and should not be used in production code.
