Add notes from preliminary discussion with Paul Taylor (@trxcllnt) about their work on CUDA compute libs and apis for loading data via native nodejs libraries, and map out how they will be integrated in this vscode extension via platform specific extension packaging and publishing mechanisms: https://code.visualstudio.com/api/working-with-extensions/publishing-extension#platformspecific-extensions

Closing this since docs on rapidsai node modules and interfaces were refined enough in their repo for our integration with their APIs later. The rest will be handled in #46 & other cuDF integration ticktets. TBD
