ARCropolis not working at all - Not even showing up on Title Screen

Hi! I'm having some trouble getting ARCropolis to work on a freshly home-brewed switch.
I've got the custom firmware running and have placed both ARCropolis' romfs and Skyline's exefs into the contents folder, but nothing happens. Smash starts as normal, doesn't ask for new mods, ARCropolis doesn't even show up on the title screen. Other home-brew things like opening the HBM with the picture app works.
This has happened with both Hekate as well as a direct Fusee launch. It's like there's nothing there at all...

What could I be doing wrong?
