As an admin user,
I want to create a new user account,
So that I can grant access to Jenkins functionalities to team members.
Acceptance Criteria:
By navigating to the "Manage Jenkins" dashboard, the user can access the " Users" section.
Clicking on "Create User" opens the New User page, where the user creation form is also available in the central panel.
While on the New User page, the admin user can:
Enter a username.
Set a password and confirm it.
Enter full name and email address.
Submit the form to create the account.
After clicking "Create User", the user is redirected to the "Manage Users" page, where the new user appears in the user list.
