UDP Socket = Non blocking?

Just to get my bearing straight.
I was hoping to create a UDP server socket and tried to use Type nonblocking, however this still seems to be a listening socket that does not open the port properly (on my Win 10 at least)

Is there something special I need to do got det a UDP server socket?

TCP socket works like a charm :-)
