Set restriction level for sea attacks

Description
In Return to the Roots the seafaring differs from the original. Harbor spots are considered in military settings and affect building flags.

If "enemy harbors don't block" is enabled, you can attack any enemy military building close to harbor spot. If "enemy harbors block", you have to first destroy the enemy harbor building, then you can attack any building clos to that harbor spot. Setting "no sea attacks" will prohibig any attack by ship. To attack an enemy building or harbor, you have to spot it first, either by lookouttower or with an exploration expedition. If you did so, just click on the enemy's military building, select the anchor tab and attack it like you would normally do.
