ICE - Integrated Chemical Environment

This issue is to suggest that we integrate ICE (Integrated Chemical Environment, https://ntp.niehs.nih.gov/whatwestudy/niceatm/comptox/ct-ice/ice) into ROBOKOP. ICE includes data from animal and non-animal tests that measure toxic effects described in chemical safety regulations. These effects include acute oral toxicity, skin and eye irritation, skin sensitization, and endocrine activity. ICE also contains curated HTS data from the EPA ToxCast program and the Tox21 consortium and physicochemical property data about chemicals including solubility, melting point, and molecular weight. Example variables: chemical, assay type, assay measurement/endpoint, assay tissue, etc.

Note that ICE is already available in KG form via BioBricks-OKG: https://github.com/biobricks-ai/ice-kg. We should NOT duplicate the effort.
