Value of atom:updated for fragments feed entry within collection feed

Which value should the fragments feed entry within the collection feed carry if the collection lacks of fragments (the fragments feed is empty)?

And what's the atom:updated value of an empty fragments feed?

I think it should be Now(). But it should have no semantics and no connection to any item in the feed. However, I'm not sure what we should say in the spec. But not saying anything we're implying its irrelevant.
