Add more functionalitiy related to room management

A plugin author should be able to create new rooms, dm a person automatically etc using the bot. I am not sure whether it's more intelligent to create a whole new plugin type for that or try to hack it into the current system (such a plugin should only be started once and contain a whole state which is not room bounded)
