Updated HTTP links to HTTPS, replaced outdated ARIA 1.1 authoring practices links with current APG pattern links, updated id attribute reference to WHATWG spec, corrected heading level guidance per ARIA 1.2, and fixed spelling error. Fixes SSAgov#264
