Add mapping for robot ID to friendly name for radio

• If we want to name robots something other than ID numbers, we need a way to map the id from the selector to a name sent over the radio packet.
• This should be in conjunction with software-communication repo change that has the same mapping for possible decoding.
• Might also be good to lock it to control board hardware version for the case of mixed fleet
