Description
Say there are two SWIFT networks and each network has partial visibility of one another. For example when one network is not aware of all the nodes in the other network. An operation might traverse from one network to the other, but if the other network is not aware of the home node of the operation then it will fail.
What should the default behaviour be in this situation?
