Check first if logged in user has the necessary GroupResourceProfile to be able to create experiments

Add a check to see if the user has a GroupResourceProfile that would let them create CPLEX experiments. If not, disable the Submit Experiment button (in all three of national scenario, case studies and build tool). Also, probably should display a message to the user that they'll first need to be granted access.
