Add ACCESSIBILITY.md to the root of all SciTools repos #215
Description
Accessibility statements must be easily findable. A root file is as easy as it gets when working within the constraints of GitHub (unless they ever make this a 'magic file' like CONTRIBUTING.md). Each file should just be a link to the single-source-of-truth Accessibility Statement, currently under construction in #199.
