What shall we do about this?

wp-vagrant/roles/hhvm/templates/php.ini.j2:date.timezone = Europe/Helsinki

Related, should the locale be C instead of en_US?

we need a UTF locale in all cases. Can't be C. ...unles C is UTF8 ?
