Multiple error dialogs are created for failed requests

When no valid responses are returned multiple error dialog boxes are created.

Steps to reproduce this on unicorn:

1. docker compose stop
2. docker compose up -d orchestrator
3. Making a request on a photograph (tried on https://www.pexels.com/photo/yoga-with-fluffy-friends-14751171/ with 'Interpret with IMAGE' and the Monarch options as well) creates two instances of the dialog box with "An error occurred while trying to connect to the IMAGE server..." message.
